Course Description

The Safe Load Program (SLP) is an industry-standard training and assessment program designed for drivers accessing fuel terminals or depots to load bulk fuel tankers. Developed with safety experts across Australia, this program ensures all drivers are trained to safely handle dangerous goods, follow terminal protocols, and manage risks related to static electricity, emergency response, and fuel transfer. SLP training is essential for safety compliance across sectors such as petroleum, logistics, chemical transport, mining, and waste management.

Course Objectives

By the end of the course, you will:

  • Understand legislative and WHS obligations at fuel terminals
  • Learn safety procedures for loading bulk fuel
  • Recognise product-specific risks and ignition controls
  • Gain foundational knowledge of tankers and gantry systems
  • Complete independent assessment to receive a valid SLP card
Training Content – Load Training Modules

The SLP program includes five key modules:

  1. Health & Safety
  • Terminal rules, PPE, basic first aid
  • Risk assessments and WHS obligations
  1. Product Properties
  • Static electricity hazards
  • Product segregation and switch loading
  • Fire and ignition source management
  1. Vehicle Loading
  • Step-by-step bulk fuel loading process
  • Risk mitigation during transfers
  1. Tanker & Gantry Knowledge
  • Equipment functions, emergency shutoffs
  • Safe operation of gantries and tankers
  1. Training Assessment
  • Completed online after face-to-face training and ID verification
  • 3 attempts permitted; support available for unsuccessful attempts
Switch Load Guide

Trainees are introduced to the SLP Switch Load Table, which outlines the correct safety steps to take when switching from one fuel product to another before loading. This ensures safety, prevents contamination, and complies with terminal requirements.

Step 1: Apply via the SLP portal to receive an SLP ID number

Step 2: Attend training (in-person or virtual)

Step 3: ID & licence verification by trainer

Step 4: Complete independent online assessment

Step 5: Receive SLP ID card via post within 10 business days

Course Duration

Transport & Logistics Training Solutions offer this this unit of competency in one day off-the-job.

All teaching, learning and assessment activities are required to be undertaken by the targeted student to demonstrate the learning outcomes of this unit of competency.

The face to face learning for this unit of competency will be conducted at the student’s workplace.

There are no formal entry requirements to this unit.  However, students must be able to understand and speak enough English to understand instructions and assessments and communicate with trainer / assessor.

 

This is determined at interview with the student and the trainer.

  • Be at least 18 years old
  • Have sound reading and written and oral communication and mathematical skills

An LLN assessment is required to ensure adequate resources are provided to the learner to complete the course

  • Are employed or subcontracted within a transport company or a service that requires the use of Fatigue Regulated Heavy Vehicles
  • The learner must provide photographic evidence of their identity plus a copy of their applicable licence prior to commencement of the course.
  • Renewals can be done online before expiry
  • 90-day grace period applies after expiry
  • Post grace period: must complete full training and assessment again
  • Terminal assessment bookings are learner responsibility (via SLP website)
What is the Safe Load Pass (SLP)?
The SLP is a training and identification program ensuring that drivers and their vehicles meet strict safety standards when accessing and loading at fuel terminals and depots.
 
Anyone with a valid Dangerous Goods Bulk Driver Licence. Common participants include those from petroleum, logistics, mining, chemical transport, and waste management industries.
 
 
An SLP focuses specifically on terminal access and bulk fuel loading procedures, while a DG Licence covers the safe transport of hazardous goods more broadly.
 
 
 
A 3.5-hour theory session covering fuel terminal safety, loading procedures, static electricity control, and emergency protocols, followed by an online assessment.
 
 
 
 
After completing training and passing the online assessment, your SLP ID card will be mailed to your nominated address within 12 business days.
 
 
 
 
 
2 years. You’ll need to renew it before it expires. If your card is expired for more than 90 days, you must complete the training again.
 
 
 
 
 
 
Yes, the training can be delivered via video conferencing to accommodate regional and remote learners.
 
 
 
 
 
 
 
Learners must book terminal assessments independently via the SLP website.
